Fully Virtual Enrollment in US Schools Has Doubled — More Than 600,000 Students, One in Eighty
More than 600,000 US public school students attended fully virtual schools in 2024–25, roughly one in eighty and double pre-pandemic levels, with a further 195,000 in primarily-online hybrid schools; Stride's K12 network alone enrolls over 240,000. Uptake skews older — 1.6% of high schoolers against 0.8% in grades 1–8.
Quality measurement remains the open question. University of Arkansas professor Patrick Wolf flagged the difficulty of assessing virtual school performance, while K12's Brooke Gabbert argued that "students who learn remotely may also perform lower on in-person state assessments, not because of instruction quality, but because the testing environment itself is unfamiliar."

New York City Bans Generative AI Through Grade 8 and Los Angeles Adopts a District-Wide Moratorium — in the Same Week
New York City Public Schools, serving roughly 600,000 students, banned generative AI for elementary and middle schoolers, barred individual devices for pre-K through grade 2, capped screen time at 30 minutes a day for grades 3–5 and 45 minutes for grades 6–8, and prohibited "companion chatbots" for emotional support — leaving high schools a limited pilot with five vetted tools. Los Angeles Unified, the nation's second-largest district, adopted a parallel student-wide moratorium days later.
Chancellor Kamar H. Samuels put the reasoning bluntly: "We know the purpose of AI companies… is to produce a profit. Here in our New York City public schools, our purpose is our students." Teachers may still use approved AI for lesson planning, translation, and drafting communications, but are barred from using it for grading, behavior monitoring, counseling, or special education planning. Digital Promise chief executive Jean-Claude Brizard warned of the consequence: "the poor kids in New York City will be the ones who will suffer" without a sensible approach to leveraging technology. LAUSD has convened a Generative AI Ad Hoc Committee with board recommendations due by year-end.
The Gap That Just Widened
The two largest public systems in the United States withdrew from AI in the same week, and by their own officials' reasoning the students who lose most are the ones with no alternative — which means the difference between a public and a premium private education has just been redefined around access to the defining technology of this generation's working life
Independent schools are not covered by these decisions. They are governed by boards of trustees rather than by district politics or union bargaining, and that governance freedom is now worth more than it was a month ago — it is the structural reason an elite private school can offer what these districts have just forbidden

Google Opens Gemini to Every K-12 Student and Schools Are Caught Flat-Footed
Google made Gemini available to all K-12 students in August 2026 — previously restricted to users 18 and over — through Google Classroom, which serves more than 150 million students globally, enabling flashcards, quizzes, study guides, and image generation. Microsoft's Copilot still requires administrator activation for users 13 and over, and OpenAI and Anthropic restrict minors entirely.
Robbie Torney of Common Sense Media described the rollout as one that "defaults to adoption rather than permission." Plymouth High School principal Michael Martin framed what schools should actually be measuring: "It's not who has AI. It's who is learning to use AI." Florida moved in the opposite direction the same week, with a state board vote on September 16 on rules requiring named-tool parental notification, opt-outs with alternatives, additional age-appropriateness review for PreK–5, 30-day interaction data retention, and a prohibition on using AI to meet social-emotional needs or simulate friendship.
Why Practical Application Is the Only Real Answer
The principal's sentence is the whole argument. Access to AI is now free, universal, and — as of last month — automatic; it confers no advantage on anyone. What confers advantage is a curriculum that teaches a child to use it well, and that is a pedagogical asset built over years, not a subscription
Districts are responding to that reality with bans and retention schedules because a rule is what a public system can produce quickly. Neither a ban nor a disclosure form teaches a fourteen-year-old anything — and the gap between governing AI and teaching with it is exactly the space an AI-integrated school model occupies
Note also what Florida is really legislating against: AI that simulates friendship and substitutes for social-emotional support. ICE Warns Universities to Curb Work-Placement Authorizations as Duration of Status Ends September 15
US Immigration and Customs Enforcement issued two memos in August 2026 warning institutions against Curricular Practical Training authorizations that exceed regulatory requirements, stating that SEVP is detecting authorizations "that do not meet regulatory requirements, specifically those not constituting an integral part of an established curriculum." Institutions found abusing CPT risk losing SEVP certification outright — barring them from enrolling any international student at all.
The standard set is severe: CPT should be authorized only "if its absence would make the attainment of a degree an impossibility," and elective coursework cannot justify it. The memos sit alongside a proposed fee of more than $100,000 on Optional Practical Training and the replacement of Duration of Status with a fixed Admit-Until-Date regime from September 15, 2026. The guidance is described as extra-regulatory yet carries enforceable consequences.
